The Habitats Regulations require every Competent Authority to have regard to the requirements of the Habitats Directive. Water Companies have a statutory duty to prepare a Water Resources Management Plan (WRMP) and are therefore the Competent Authority for a Habitats Regulations Assessment (HRA). The requirement for HRA of water resources plans is not certain but the Countryside Council for Wales (CCW) has indicated to Welsh Water that it considers a HRA of the Draft WRMP necessary.
The HRA report comprises the HRA of the Draft WRMP and considers at a strategic level the ‘preferred solutions’ for the WRZs that are predicted to be in deficit i.e. the specific outcomes/ options that will occur as a result of implementing the Draft WRMP and the assumptions and effects on European sites for the remaining (non-deficit) WRZs.
